Sheff Wed Confronts Major Issues, Says Independent Regulator

'We will play a key role in football's future' - independent football regulator the new chairman

Sheffield Wednesday's persistent issues represent a a "significant problem" and the football regulator is looking to gain the ability to investigate clubs in comparable cases, the recently named head the official has announced.

Through a comprehensive talk, the chairman, who was named to the position this week, expressed "sympathy" towards Wednesday's fanbase.

The regulator engaged with four supporters' associations associated with the South Yorkshire club this week.

The football club have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on multiple instances, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a significant problem for football," the chairman stated.

"Sheffield Wednesday is one of the historic institutions for English football and this week we have met fan representatives.

"We are seeking authority... which will allow us to have Sheffield Wednesday - and other clubs submitted for our review if they need to be investigated and dealt with."

Monetary Issues and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri stated during the off-season he would be open to selling the club at the stadium, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in earlier this year led to sanctions by the English Football League (EFL) in mid-year, preventing the club from carrying out any player acquisitions for the following recruitment periods, although the ban was rescinded in late summer.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the supporters of Wednesday, Bury or any football club where fans are dedicated to a local institution that has existed throughout their lifetimes in many cases.

"I have absolute sympathy for the team's plight, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for reasons that have nothing to do with the fans themselves."

Questioned about whether the authority might compel an owner to sell a club if they are deemed unsuitable, the regulator answered: "If your question is 'would we intervene in the final instance?', the answer is once we gather the evidence and know what's going on, we will."

But the regulator clarified that compelling proprietors to divest clubs would be considered the final option and the authority would rather to work with them.

"The last thing what we want to do is commence engagement with an particular organization, an particular chairman, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the proprietor's dealing with," the regulator explained.

"But the truth is, when you review the record of football, over the last 20 or 30 years there have been certain proprietors, few in number, but certain individuals who have acted carelessly in the manner they have operated their clubs and ultimately don't wish to take responsibility for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged representatives from 110 clubs to lay out the remit of the regulator on Wednesday and insisted it was a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish rapidly," Kogan said.

"And that's what nobody wants in the context of the English game is a major achievement - we need to continue the progress.

"Substantial financial resources flowing into the game and has been invested for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is part of the rationale behind I think we have to adopt a precise perspective on challenges and obviously, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but the regulator stated: "I'm absolutely committed to the success and growth as an commercial operation of the Premier League.

"Being fully aware of the concern of undermining the division as a high-quality offering of the nation. But at the same time, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, in fact, they have been advising us privately they have a considerable comfort."

Ideological Links

The chairman continues to confront a "full inquiry" by the official appointments authority after he disclosed making donations to the political party in recent years.

The chairman provided financial support for government minister the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any type of partisan engagement."
